It might be worth noting that the plans don't call for balancing either the elevator or rudder. With the stock KR tail, I've had mine up to 225 mph IAS with no indication of flutter. After I removed that tail and built a new horizontal elevator and stab using the NACA 0009 plan form Mark has

I am busy with the elevator and rudder static balance. My elevator and rudder is extending forward to the forward spar. Can any body tell me if the counter weight has to balance the elevator / rudder or is it lighter or heavier than the elevator / rudder? Christo KR2S
