It appears to have been fixed as far as I can tell in Dapper.
kxsconfig runs as part of the kde screensaver config for some hacks -
for instance, preview the fibrelamp hack and choose 'setup' you will get
a setup window with a title of fibrelamp - kxsconfig
As I recall (and its been a while)
It is quite strange
- command line sound (e.g. mpg321) works fine
- arts system sounds (e.g. during logon and logoff) works fine
- but any KDE multimedia program does not work
Deleting any kde and qt config file befor login does not change.

Since we don't have a tool in order to find a special string in a package I
change the status for kdepim in Fix released.

In Kubuntu 'Breezy Badger' with KDE 3.4.3 the bug does definitely not
appear.
The KDE Bugzilla seems to be down at the moment so I can not lookup if
there is also a report about this. Will try again later...

Well I just checked it and the smiley was weird so I looked at the reference
and then went back and it was displaying it correctly.
Maybe I was a bit too fast...
The only problem I have is that if my mouse pointer is over the nose then he
nose becomes blue...don't know if that's supposed to
after a flight7 upgrade, i have no longer noticed this little occurence.
i read log after log, and there was nothing abnormal about this
whatsoever. i am beginning to think it could have been a defunct
install, and since i really never reinstalled the application to test
it, it is hard to say. but

What format are the songs? Make sure you have libxine-extracodecs
installed and that you have the engine in settingsconfigure amarok set
