When moving the mouse pointer over numerous panel icons, I get leftover
mouseover effect windows.
I will investigate this further to see if it a combination of settings I
have on. I will also paste an image.

1) Comment out all but the following from your /etc/network/interfaces:
auto lo
iface lo inet loopback
2) Add the user to the netdev group:
sudo adduser
Have you updated your i386 Qt packages to the new version?
