In Kubuntu 10.04 beta1 this is still happening, so maybe a more
proactive approach is warranted. And isn't it usual to track the bug in
the upstream project, so that a new release can be made when the bug is
fixed, instead of just marking the bug invalid?

In systemsettings, the Display Brightness Up and Down keys are correctly mapped
to the corresponding actions (in systemsettings -> Keyboard & Mouse -> Global

The hal authentication bits didn't change since Karmic. However, what
did change is that hal moved from being started in an init script to
being D-Bus activated. Can you check if hal is actually running after
starting KDE?
