The weather applet I'm using is a downloaded one, cause the default applets

Same here. After resume I have to killall knetworkmanager start nm-
applet and re-enable networking. Everything is OK then, I could even use
knetworkmanager afterwards. (Using Lucid)

two cannot exist on the same system without command line trickery,
having the two conflict each other is perfectly acceptable.

Happened to me too. but after leaving QT open for 5/10 minutes, or
quitting and reopening a few times, it becomes normal. next restarts are
quick and shutdown doesnot take long. I think QT tries to do something
on initial run which takes a long time and can span multiple restarts.
