I am the ktimetracker maintainer with KDE.
The kPart seems to be missing. This will not be if you properly build and
install kdepim. On a system where ktimetracker works I can find the kPart like
this:

Synaptiks displays TWO tabs : the first one allows to turn off the
touchpad and turn off the touchpad while keyboard is used. The kcm
module displays ONLY the second tab for general configuration.
The kcm module should imho display all the synaptiks stuff.
