same here, updating to recent PPA packages for 4.13.1 disabled l10n,
most KDE applications are in english now. i was also made a new desktop
folder ("Arbeitsfläche") with distorted umlaut characters. this is a
serious bug.

I have purged the kubuntu updates ppa with "sudo ppa-purge
ppa:kubuntu-ppa/ppa", and the problem was gone - locales are installing without
errors, and everything is back to normal.
It seems that the package "kde-l10n-bg" was causing the problem in my case -
even with ppa:kubuntu-ppa/
