When logging into KDE5 (or XFCE4), I faced the same symptoms today.
Deleting everything in ~/.cache allowed me to log back in. The main KDE
panel had to be recreated.

disabled the override_dh_installinit: target in debian/rules, preventing
dh-apparmor from generating the postinst script that would create
/etc/apparmor.d/local/usr.sbin.mysqld
in 2.21.21 it'll give you a warning that it's broken and needs set by
hand after install rather than just crash. A proper fix would be to
work out why console-setup misses that translation.
