Please check also if there is a /ect/sddm.conf, it may also exist in
/home/~/.config (which is a complete fail and was corrected in SDDM
0.13, but not backported)
Hence it may help to install sddm-theme

Honestly spoken I think this is a dupe of bug 1534263, which is just
missing the right tagging and [COMMENT] in the title to catch

Yes, please update CMake to the newest version (3.4 currently) for
16.04. See also #1540169. It would be a big fail not to do so.

The Ubuntu 16.04 alpha still only contains cmake 3.2. It would be really
good to update to 3.4.3 or at least 3.3. CMake changed a lot the last
1-2 years and 3.4 is really required for any modern development. 16.04
will come out in 2016 after all!
