Public bug reported:
After update to Kubuntu 16.10 KMahjongg starts only with an empty
window, due to missing kdegames-mahjongg-data-kf5 package.
The dependency to "kdegames-mahjongg-data" was obviously removed but the
one to "kdegames-mahjongg-data-kf5" not added.
After manually installing
Updated bug description:
Tested again with the released 32 bit Kubuntu 16.10 ISO
(kubuntu-16.10-desktop-i386.iso from 12-Oct-2016 20:19 / md5sum:

and the behavior is still exactly the same as described above.
Both, in VirtualBox and on TravelMate 290 Hardware.
As I have found out today, the problem affects only one user -
administrator. And what's more, it does not occur under Wayland.

The problem does not affect anything but plasma stuff.

A quick skim of this bug's history suggests that it's been polluted

If you're having trouble, please file a new bug. With luck, it'll be
focused on one thing and therefor fixable.

kajongg does not work at all with Ubuntu 16.10, see
https://bugs.kde.org/show_bug.cgi?id=370998
and the pyqt mailing list as of today.
I just committed a workaround as described in the kde bug report.
Please consider repackaging kajongg with that workaround.
Since kubuntu
I think it's very likely this is (at least in some cases) related to
nvidia drivers.
I first got this problem while trying to fix a problem with ubuntu
freezing after initial login described
[here](http://askubuntu.com/a/760935/207604). I did "update" > "upgrade"
