@dror-sign: I have tested with Ctrl+O (File→Open...). Indeed, when they keyboard layout is in Hebrew, Ctrl+O in Libreoffice does not work. However, Ctrl+O in LibreOffice for at least Greek and Russian works. Therefore, this inability for Ctrl+... shortcuts not working in LibreOffice for Hebrew
