I think that I've cracked part of the mystery.
Could someone seeing this problem try the packages from
https://edge.launchpad.net/~james-w/+archive/polkit
then run from the command line and report the output that they
get. I hope that we will get some more clue about what is going
on.

It's not going to be possible to fix this bug without knowing what
actually happened then.
Is the problem reproducible? If you remove the package and then
install it again does it crash?

Are you using KDE?
I know the bug affects -gnome, but I'm not sure whether it
affects -kde as well.
As the reporter is presumably using packagekit, and so is probably
using KDE, I'm going to confirm the -kde task.

Thanks Bryce for your extensive review.
I'm opening a bug task for kde-guidance, as I think
that is where the real bug is, and while this won't
affect users of the xrandr tool, and it can never work
for displayconfig-gtk there is still a need to document
the bug for guidance-backends.
