Tested successfully
I installed quantal
pointed update-manager at my server for the meta-release file to say raring is
released
ran muon-updater, it notifies of new version upgrade, click on Upgrade nothing
happens
enable quantal-proposed, update the system including the new muon-updater
ran muo
Works here. Upgrade in progress.

available in a few hours in the -proposed repository.
