For me it worked to use the snap version.
1) sudo apt remove okular --purge
2) sudo snap install okular

1) sudo apt install qt5ct oxygen-icon-theme
2) run qt5ct, select oxygen icon theme, apply.

The steps described in #4 did not work for me. I managed to fix it by running
qt5ct and selecting "Oxygen" as icon theme there.
Rem: I also have QT_QPA_PLATFORMTHEME="qt5ct" in my env.
