It is a new major version + later bugfix, so delta is reasonably big.
However I accept that, and we would get rightly slated for shipping the
very out of date one we have.
Does not break any redeps. This is not seeded on any image, and only
redeps are meta package recommends.

What sort of delta are we looking at here from the existing version in
the archive? Does it have any reverse dependencies that are broken by
this?
