System broken
Is there a best practice where I can avoid ANY and ALL updates once I
have reached a stable OS?
I can then choose to upgrade the OS at points in time that will not
break the day-to-day workload and certainly do a backup prior to that.

If holding back package updates because of phased updates actively
damages systems (as it most certainly seems to be in this case), then it
would seem the feature causes more harm than good.

Regarding the (very well intentioned) suggestion by @ishmaeljx in
comment #10 to disable Phased Updates, I may be wrong but I believe that
suggestion will only increase the likelihood of installing the
troublesome updates. I say that based on the following question and

I hadd the same potential problem in Xubuntu 22.04 on 5th August when running
sudo apt full-upgrade
but aborted when I saw much of the GUI was to be removed.

was successful but following a reboot re-running

As a precautionary measure and given the variety of cases, I suggest
that the official Ubuntu teams issue an official statement to avoid
making updates until further notice.
