This is a first version of the kvmtool changes needed for GICv3 emulation. Allows testing of the GICv3 emulation code and allows creating guests with more than 8 VCPUs (given that in the host CONFIG_KVM_ARM_MAX_VCPUS and in the guest CONFIG_NR_CPUS have been raised accordingly). Use --gicv3 to create a GICv3 IRQ chip in the guest.
