It's a problem with the offline TM (in Virtaal too), there's no way of editing the TM, not even just deleting stuff, which reduces the usefulness of the program the longer you use it. I think mainly they're (the Pootle/Virtaal people) under-resourced, they know this is a problem. Perhaps if
