I think you cover the balloons with something greasy first. The lace fabric is dampened with a glue and folded around the balloon - it doesn't attach to the balloon. You would leave a space to pull the popped balloon through after the glue has dried. Indeed, effective :)
I used to make something similar with kids when I was teaching 30 years ago. At that time we simply used old balls of knitting wool and dragged the wool through a desert bowl full of PVA glue (white but dries clear). Then we wound the various colours round and round the balloon, making sure you left a hole at the top big enough to get a child's hand through. Once dry, the balloon was popped and it simply peels away from the stiffened wool. These were then hung as light fittings and gave the room a fabulous psychedelic effect at night :)
