I think the observation applies to the bobbins not the lacemakers. Meaning
that the bobbins change hands to different areas and were adapted for use
in that area. I know in my collection of old bobbins I have 'foreigners'
which have been spangled for reuse (not by me) - by foreign I mean various
European countries.
