Is there any particular method or evaluation metric to determine if a trigram
profile is performing better?
I generated a new trigram profile for Tagalog but I am not sure if it's an
improvement.

I think we should keep it. I recognize many of the useless flags for
German as my own, like Marcin, and I think it is one among a variety of
ways for rule developers to file reminders for themselves.
Also, I am quite sure it is an easy way to recruit new contributors.
