This post is somehow connected with my other posts about problems with HTB. In fact -
in my case it can be problem of linux kernel :-/?
Ok, here is the hardware and software:
Linux Debian working on classic pentium 120MHz.
Kernel 2.4.18.
MLDonkey is working for some period of time.

I have some doubts about HTB algorithm:
Is it possible to deny client connection when bandwidth is saturated ?
I mean bandwidth manager manages 1Mbit and link is full, can I stop new
connection ?
can I guarantee a fixed minimum bandwidth to all connection already

adresses and then smaller WRR for ports per IP ?
