There's no reason not to use ingress policers if you wish. I would
recommend, however, shaping on both the inbound and outbound traffic.
If I'm running a web proxy on the gateway, then I would need ingress policer to limit
the download bandwith for web requests.

I would like to be able to simulate network congestion and delay on
tcp/udp connections between two hosts. I would need to simulate packet
lost and packet delay.
I think I would need to use a Linux box with two network cards to act
as a pass-through ethernet bridge. Is it the case?
