For some reason I could not use binary tc tool on
my target (For example, when I run "tc qdisc show dev eth0", I got "RTNETLINK
answer: Invalid argument"). It might be due to mismatch between the kernel and
the tool, so I'd like to recompile tc tool together with the kernel. Where I can

/sbin/tc.3 qdisc add dev eth0 root handle 1:0 htb default 2500 r2q 100

So as I see you want to give priority to your own server.
this is most simple case, and you should simply read tc manual,
and give priority to that server ip address.
another way is to use prio shaper on your router, then mark packets on
desired servers with aproriate TOS,
