This looks like a good homework question for a first semester circuits course!
"t" is for time, usually in seconds. But every time the input changes you would have a new "t = 0", with the initial conditions as computed where the previous calculation left off. It's not one equation with one "t", but rather a series of equations. Les Hammer (Adjunct Instructor hat on for this one.)
