After reading your suggestions, I tried to tune up my shorewall 'tcstart'
and 'tcrules'. I set UPLINK to 200 kbit and DOWNLINK to 2700kbit as my
Comcast has 3.0M download, 256Kbps upload. Here is how I modified the
original wondershaper and tcrules as below

Currently there is no standard way to set those values in either
Bering or Bering-uClibc. One option is to make an init.d script to
set those values (with an entry for lrcfg). An other (preferable)
option is to use sysctl and sysctl.conf to set the variables. The
sysctl applet is

i keep running into the arp table limit and the ip_conntrack limit.
the arp limit is noticed by the message 'neighbour table overflow' in
dmsg, and fixed by
echo 16 > /proc/sys/net/ipv4/neigh/default/gc_thresh1
echo 256 > /proc/sys/net/ip
