Thanks for response. You are right shorewall is blocking ftp server.
I'm not sure what line I should put in rules. I tried:
FTP/ACCEPT net fw
than
FTP/DNAT netloc:192.168.1.254
None of them work when I try to ftp from outside. I'm getting message
