Hello, I am not sure if this package would be subject to security risk, but if a user just want to be able to access the router from his internal networks to change some settings (port 23 would be closed from the outside), I think it would be OK.
The main reason for that is almost all Windows machines already have telnet command so no need to download and install any SSH client.
