I have now resolved all issues with this problem.
Editing and backing up the sshd_config file from lrcfg makes sshd start on boot up.
Still don't know what effect the changes I had to make will have, but at least it is going now.
The PuTTY problem was a typo in the configuration - firewall IP address was wrong - found it by turning on the logs.
