My ADSL connections only worked with chap, so I had to add the password to the chap-secrets file, instead of the pap-secrets Why that file is not listed amongst the pppoe config files, I cannot say, though I reckon it should be there. (Sorry for the convoluted language, I'm just reading Lord of the Rings again :-) But as you seem to receive a pap authentication request, this might not solve your problem.
