It looks as if the contributions to ITU-R WP7A are way up over the numbers seen in the past decade. http://www.itu.int/md/R12-WP7A.AR-C/en I hope this means that the failed vote at the January RA and the wording of the WRC response have had the desired effect of getting more nations to look at the issues surrounding leap seconds.
