My point is that the majority of systems which care about timing and
which can not get almanac data to correlate an interval since an epoch
with human time-of-day do not, in general, really need the latter.

m systems do not care about time of day.
Anything which uses a remote system to sync its time is good; leap
second announcements are part of getting a time sync.
Anything which does not require <=1 sec time-of-day accuracy is also
good. They simply do not care.
So what is left?
