As usual, the IETF does a much better job than the ITU of making this stuff available to the general public. See RFC 3339 "Date and Time on the Internet: Timestamps" http://www.potaroo.net/ietf/idref/rfc3339/ This document defines a date and time format for use in Internet protocols that is a profile of the ISO 8601 standard for representation of dates and times using the Gregorian calendar. Written via an open process; free for all to read, copy, distribute, implement, or be involved in improvements to; with a complete ABNF syntax specification; compatible with ISO 8601 but without a sufeit of unnecessary alternative formats like ISO 8601. Includes a short section on Leap Seconds, lots of info on time zones, etc. LEAPSECS members Markus Kuhn and myself contributed suggestions to it.
