LedgerSMB 1.3.27 has been released. This version includes a number of
enhancements to the migration process, creating new user accounts for 1.2
users (passwords must still be set by an administrator), and a number of

Pretty sure it is possible to pin a dependency somehow
in a Makefile to ensure that only a particular version
of a dependent module is acceptable as fulfilling that
dependency. It should certainly be possible to test
for this possibility in setup.pl.
