Hmmm we should have a trigger on acc_trans to prevent new transactions from
entering into a closed period. I am looking and can't find it though so
this may be a bug to fix.

We do. If it isn't happening, it is a bug, but double checking the code,
what we do is:
1. Zero out the acc
