I have been thinking about importing old data (I didn't have any success
upgrading the old data from SL to LS) and have made some progress with a
Web Application Testing tool Watir:

Can you upload the file first somewhere? I have never used phpPgAdmin
so I don't know what sort of import functions it has. If you can
upload it, you can run a COPY FROM filename... query
