[ ]+ Politics     Rebel activities being archived through U.S. grant 
to Concordia (a Canadian university)

A Concordia University faculty member is the [ ]+ News         
recipient of a U.S. grant to develop an [ ]+ Postcard     electronic 
archive documenting the activities of the world's rebels.  

  Reports           Michael Dartnell, a lecturer in Concordia's
                    political science department will create create
                    Insurgency Online with a $30,118 (all figures US)
                    grant from the United States Institute of Peace.
                    Insurgency Online will likely consist of sound,
                    video, and text resources produced by the
                    insurgent groups themselves, as well as from
      [Image]       academics, commentators, and journalists.

     Date Rank      The archive will document anti-government groups
                    like Peru's Shining Path, Mexico's Zapatista's,
        [GO]        Sri Lanka's Tamil Tigers, and Turkey's Kurdish
                    rebels, all of which have used the Internet to
                    communicate among themselves and with outside
                    groups.

                    "The point is to really look at how they're using
       [GO]         the technology; whether it's successful; [and]
                    how it impacts their effect on international
                    public opinion or with the government in
                    question," Dr. Dartnell said.

                    An expert on terrorism and political violence,
                    Dr. Dartnell expects to begin work on the project
                    later this year and has a year to complete it.
                    The grant will cover his salary and the costs of
                    some travel.

                    USIP, established in Washington in 1984, is an
                    independent, non-partisan institution created and
                    funded by the U.S. Congress to promote peaceful
                    resolution of international conflict.

                    Dr. Darnell received one of 30 grants awarded in
                    this year's USIP competition. There were 158
                    applications. About $1-million (US) was
                    distributed through the program.
