What version are you using? In V7 there is a new File Button, next to the
Picture/Video buttons. That is for saving PDF, RTF, TXT files etc. But don't
expect to be able to read the pdfs without the PDF viewer.

Go to the individual in Family view.
Click on the picture icon
Move the pictures putting them in the desired order (drag with the
mouse pointer)
Go to the Picture Center and see if they are in that same order.
