Kathy, The photo family tree in Legacy is just for ancestors. You have a few other options. You can do is a Family Group Sheet that includes just the pictures, making sure you uncheck everything else in the report. It will not include grandchildren though.
Or do a Descendants Chart. Be sure to include pictures. I would take out most information like marriage date. It isn't pretty, but they do show up in chart format.
