As far as I can see, the Master Surname List can't be ordered any
other way than alphabetical.
If you mean either the Name List or the Index View, put the cursor in
the Surname box along the top and they'll reorder. Similarly put the
cursor in the RIN box and th

Try clicking on the surname field at the top of the window, as if you
are going to type a name for it to find. That should be enough to make
it sort by surname.

Under Web Page Creation>Formatting, select your option from the Name List on
the right hand side.
