Has Legacy always behaved like that or could it have started doing this after the screen resolution was reduced? If you double click the upper band of the Legacy it should "maximize", meaning that the Legacy window will size itself to the sceen dimensions. Alternatively, you may just resize it (smaller) by drabbing the visible edges and then dragging the Legacy window until you have it where you want.
