Check the size of your .fdb database and .rc3 relationship files. Both
are loaded in those 15 seconds.
If you recently did a relationship calculation it created the rc3 file.
If you have opened the fdb file in Access or ltools that could grow
the fdb file size.
Do a "File > file maintenance

In Windows, nothing is ever "running all by itself". There are numerous
background processes, some of which aren't needed.
