Legacy is for recording the data you find. However, there are some features that help you get more details, but you need to have those people already entered. Features that can help you search for more information on individuals you have entered are: Internet Search Internet Research Guidance

In that case, I would go to the Locations Master List (View Master Lists Location...) and sort right-to-left (Sort Direction of Sort Right to Left) so that all locations within one country were listed together, then all within one county/state/whatever-it-is-for-each-country, and so on down
