The Vista message you are getting indicates that you are running an old
Version of Legacy. The Legacy Help files for Vista have been included in
all the versions since one of the updates to Legacy 6 which was issued
after Vista was issued.

I just tried it on my Vista machine in work (where I do NOT have admin
rights) and I can access the Help options. Can you go through the
steps one-by-one and tell us exactly what screen you're clicking the
help button on, Etc. It may help someone else recreate it and see if
it's a bug.
