I remain very disappointed that OKFN has set such tight deadlines and apparently not even attempted to contact any other communities. It is not possible to get such a tight turnaround with so little support from OKFN (who weren't even willing to tell me what they'd done, which I wanted to know to avoid us wasting resources, until they were pressed - see http://lists.okfn.org/pipermail/odc-discuss/2009-March/000073.html ), no funding from any other source and no time to obtain that funding. I hope that OKFN will release a solid ODbL version 1.0, but it will be more by luck than anything else if so! Please press OKFN to be more considerate to other community groups in future! They also have very few resources: help them to help you!
