I am answering my original post. A workaround for me was to grab leo from github and run from master. For whatever reason, that version works properly. The still installed pip version continues to misbehave, no idea what is going on. Since my purpose was simply to have a working version of leo, I am content to leave it at that. Thanks for reading. If anyone else runs into this issue, I hope this note may be useful.
