How does it appear if you use the Insert -> Image and using the pdfium filter?
PDF is not intended to be "editable" format, and TurboTax is one of those
programs that masks content by rendering fonts with private use area Unicode
encoding.
The insert filter should bring it in with good fidelity, but the poppler to
cairo rendering libs might not depending on how fonts are encoded.
