Cannot reproduce. Tested on 5.1.4.2, 5.2.0.4 and 5.3.0.0.alpha0+
The sidebar gets activated as it should when a data set (or the bar in the
chart) is clicked. Works as

I tried to reproduce but failed.
Both behave the same (sidebar is open before).
1) Open Writer
2) Insert Chart (chart itself is editable)
3) See how the sidebar shows whatever options
