Trying to install into my Desktop leads to the same result. All directories and
files land in root (C:\).

This may be the case. It's a company laptop where there are some strange
limitations. Although the folder I want to install LibreOfficeParallel is
within my user directory and I don't see

Are you trying to install to a system folder with special permissions? Maybe
try saving under My Documents/ Documents or to Desktop to see if the message
still occurs?
