This concerns Word's Review -> Restrict Editing feature.
There the following can be controlled separately:
1. Formatting restrictions.
2. Different editing restrictions with possible exceptions.
3. Whether the restriction setting is password-protected.
Currently (as of 6.2 alpha1) the "Filling in forms" editing restriction is
supported via the compatibility setting "Protect form", but without the ability
to set/reset the password.
